Much focus has been placed on the value of CDAs as a tool to improve ATM performance. In the near to mid-term we will not have the capability to implement CDAs during busy periods and maintain high levels of throughput. This paper explores the value of using speed control during cruise to more efficiently manage terminal congestion. Fuel savings estimates are developed for the top 30 airports in the US and
Europe where throughput rates are maintained.
